Walter Rushton Welch was born in Bolton, Lancashire 0n 27 February 1871 and was baptised there on 2 April the same year. He was the second of the four children of William Rushton and Mary Louisa Welch. The census of 1881 shows the family living at 1 Shuttle Street, Tyldesley with Shackerley, Lancs and that Walter was working as an errand boy although still at school.

The 1891 census records Walter still at home with his parents, home now being 115 Chorley Old Road in Halliwell, Bolton, Lancashire. He was listed as a school teacher.

As recorded in the 1901 census, Walter was lodging with the Harding family at 38 Eardley Road in Streatham along with fellow teacher Thomas Smith. On 22 December that year, Walter married the householders daughter Jessie Minna Harding at St.Albans church in Streatham. Thomas Smith and Jessie's half-sister, Agnes, were witnesses. Jessie and Walter remained living there with her family. Agnes married Thomas four years later.

Son Reginald Rushton was born in Streatham in 1902. There has been mention that there were two daughters, Gertrude and Agnes, but no records have been found. The census of 1911 shows Walter, Jessie and son Reginald living in Drimpton, Broadwindsor in Dorset where Walter was head teacher at the Church of England school.

Walter died on 26 May 1844 at Oster House Hospital, St.Albans, Hertfordshire. Jessie was still in St.albans when she passed away three years later.
