Sarah Rowley was the child of William and Catherine Rowley and was baptised at Eccleshall in Staffordshire on 13 October 1822. It is not known if she had any siblings.
She married George Swinnerton at St.Peter's parish church on 18 April. There is a story in the family that Sarah's family name was Riley, but it turned out that it was just the Liverpuddlian accent that made it sound like that.
Their son Frederick was born in Shebdon on 24 June 1843, Mary in Stoke upon Trent in 1845, Thomas George in Liverpool on 25 March 1849 and William on 30 March 1851, however, he did not survive beyond infancy. By the time of the census of 1851, George and Sarah were living at 32 Walnut Street in Liverpool with their four children.
The family increased with the birth of Sarah Ann in 1854, James around 1857 and Francis on 5 November 1859. At the time of the census of 1861, the family were living at 8 Sumner Street in the Scotland ward of Liverpool.
The 1871 census shows the family still in Scotland ward of Liverpool but now living at 40 Wilbraham Street. Sons Thomas and James and daughter Sarah were still living with their parents at this time. George tragically died as the result of an accident at work that same year.
According to the census of 1881, Sarah was living at 39 Brasenose, Kirkdale, Liverpool, with her children Mary, James, Francis and John. Her whereabouts in the 1891 census have not been found.
Sarah died of bronchitis on 3 June 1896 at home at 39 Brasenose Road in Kirkdale, Liverpool. According to the burial register, she was interred with her husband in Grave number 755 in section 2 of Liverpool cemetery at Anfield.
