William Tomes Parsons was born at 4 Oxford Street in Liverpool in 1903. He was given the name Tomes in honour of Sir John Tomes, an eminent pioneer of dental practice, who elevated dentistry from a basic trade to a skilled medical profession. William's father, as a dental surgeon himself, obviously admired him.

Bill was in Stag Patrol of the 118th Sacred Hearts Scouts in Liverpool and was photographed in his uniform in 1918. He was attending the lower fifth class of the Catholic Institute Secondary School in July 1919 when he received a certificate for passing examinations in English, Arithmatic, French, History, Algrbra, Science, Geography and Geometery.

Work was hard to find when Bill was young although he was working as a clerk in the insurance business when he decided to emigrate to Canada. He left from Liverpool on 19 August 1927 aboard SS Regina of the White Star Line.

Bill settled in Montreal and in 1929 found work with International Paints (Canada) Ltd. as an accountant. He worked initially in their Toronto offices before returning to Montreal in 1934.

On 22 June 1935 he married Lily Georgina Wood at St. Augustine de Canterbury church, Cote St. Antoine, Montreal. As Lillian was not a Catholic, the service was conducted in the priest's private quarters of the church.

The couple had three children, William Bruce born on 14 May 1937, John Everett born on 24 July 1941 and Florence Elizabeth Ann born on 23 October 1945.
