Charles O'Connor Parsons was born on 20 July 1863 at Liverpool in Lancashire and
baptised on 29 July at St.Anthony's church in Scotland Road. The census of 1871 shows him living with his parents and siblings at 31 Everton Brow in the Everton district of Liverpool. The family are at the same address in 1881 when the census was taken. Charles received his education in Liverpool then Tullabeg in Ireland. By 1881 Charles was a Medical Student.

Charles is not readily visible in the census of 1891 but was probably resident in Scotland whilst studying for his medical qualifications. The Medical Directory of 1895 lists him as follows : PARSONS. Charles O'Connor; 1894, Oct 29. S.; Lic.R.Coll. Phys. Edin. 1894.; Lic. R.Coll Surg. Edin. 1894.; Lic. Fac. Phys. Surg. Glasg. 1894.

Charles married Isabel Elizabeth Kidman on 24 September 1895 at her home Parish Church of St.Mary at Hitchin, Herts. They were both aged 32 and Charles was currently living at Rhodes near Manchester.

Son Harold Charles was born about 1897 and Eric O'Connor about 1900. The census of 1901 shows Charles and his family living at Boothroydon View in Rhodes, Middleton, Lancashire. Isabel's friend Edith Carling from Hitchin was visiting at that time and the household supported servants Margaret Murphy and Susie Davies. The Medical Directory of 1907 shows Charles' address as Dovedale, Totley Brook Road in Sheffield.

The census of 1911 shows Charles and Isabel still at Totley Brook Road in Totley with their two sons and with Housemaid Edith Fogg. The house is listed as having eight rooms. Amongst his duties, Charles was Medical Officer of the Ecclesall and Bierlow Union.

Charles was appointed Joint Honorary Medical Officer at Dore Hospital in Sheffield in 1920 as reported in The London Gazette. Dore was a Red Cross Hospital equipped with 100 beds equipped located in St.Johns Church Hall in Dore and used as a VAD hospital during the first world war. He was also Medical Examiner at the Sheffield recruiting station.

Charles was awarded the O.B.E. in 1921 as recorded in the handbook of The Most Excellent Order of the British Empire.

Charles died on 5 February 1937 and was buried three days later. He left a Will for which this entry appears in the Probate Index : 1937.
