Frank Ronald Fifoot was the youngest of the three children of Frank and Thomasine Fifoot and was born in Cardiff, Glamorganshire on 30 March 1895. The census of
1911 records the family living at 34 Newport Road in Cardiff.

In 1913 he started at the City of Cardiff High School for Boys. During World War 1 Frank served in France as a Lieutenant in Royal Garrison Artillery. His Medal Card shows that, after the war, his home was still at 34 Newport Road in Cardiff. However, the telephone book for 1921 shows that Frank had moved to 47 Tydraw Road in Cardiff and he was still there in 1930.

On 20 June 1923, Frank married Phyllis Marjorie Carr Blackler in Cardiff. The marriage register shows Frank's address as 2 Archer Road in Penarth, but thay does not accord with the phone book entries. Daughter Gillian Mary Fifoot was born in 1924 and son Paul Ronald Ninnis Fifoot in 1928. The 1931 and 1932 phone books list his address as Lelant, Llyswen, Cardiff, then between 1932 and 1940 as 6 Llanedeyrn Road, Penylan, Cardiff.

According to the 1939 register, Frank and Phyllis were living at 6 Llanedeyan Road in Cardiff and their children were probably with them still. Frank's occupation is recorded as an Insurance Broker and he was also listed as an Air Raid Warden.

The electoral register for 1949 shows Frank and Phyllis living at 12 Marine Parade in Penarth.

At the time of his death in 1963, he and Phyllis were living in Pink Cottage in Woodgreen Hampshire, not far from the city of Salisbury. He died at Harnwood Hospital on 11 April. His effects amounted to £1,898 17s 6d and on 4 June probate was granted at Salisbury to his wife who survived until 1976. He was buried at Woodgreen cemetery.
