Frank Fifoot was born in Cardiff about 1860, one of the ten children of William and Jane Fifoot. The census of
1861 records the family living at 8 Crichton Street in the St.Marys district of Cardiff, Glamorganshire. By 1871 the family had moved to number 32 in Crichton Street and by 1881 they were at 60 Partridge Road in Roath and Frank was employed as a clerk in a coal office.

Frank married Thomasine Williams Ninnis in Cardiff in 1886. Daughter Gladys May was born in 1887 and Doris Ethel in 1891. The 1891 census records the family at 68 Stacey Road in Roath, Cardiff and Frank was employed as a Colliery merchant and steam ship owner's clerk. The household also supported a domestic servant called Henrietta Horton. Son Frank Donald was born in 1895. In 1901 the family were living at 15 Richmond Crescent in Roath and Frank was now working on his own account as a Colliery merchant and steam ship owner's agent and as such was an employer. There was also a maid called Sarah A Lloyd at the house.

The telephone directories between 1903 and 1910 list Frank's address as 158 Newport Road in Roath. In 1911, the family were living at 34 Newport Road in Roath, all three children still living at home. There were now two servants, housemaid Minnie Sleet and cook Hannah Ellen Evans. Frank's occupation was described a coal exporter. The telephone directories between 1912 and 1930 confirm his address at 34 Newport Road.

Frank passed away on 2 January 1931 and was buried at Cathays cemetery in Cardiff. Probate was granted at Llandaff on 14 March, his effects amounting to £48,843 10s 7d which included his holding of GWR shares which were transferred jointlto his mother and brother.
